Loan scenario: CA, $538,000, 635, 95% LTV, Refinance, full, OO

Loan purpose: Refinance
I got a loan approval to refi FHA from Conventional loan,
LTV 95% from another lender.
Now lender say rate is at 4.0 for a cost of 2 points.
obviously this won't work.
the issue is that the mid score on primary is 635.
can you make an offer on this loan?

Is there anyway to look at the credit, pay down revolving debt and rescore, bringing the score up over the 660 mark. Conventional loans pricing hits are so expensive.
Or better yet,look at a streamline. Or possibly a 15 yr FHA.. NO upfront , but minimal monthly mip.
