"Allen said a cost-of-living adjustment "may not be viewed traditionally as a job saved, but one could interpret it that, by providing COLA, you're retaining staff."
1.I thought I just read that Social Security recipients were not getting a COLA thus year because there wasn't an increase in the cost of living this year.
2. And what the heck,,we saved a job for the governmental agency. Without a raise, the employee might have left for a better paying productive private sector job. Can't have that going on.
